The short answer: it is not confirmed
As of today, Rockstar has not confirmed that you can surf in GTA 6. Neither the trailers nor the official announcements mention a surfing minigame, board rentals or competitions. If you see guides explaining where to rent boards or how surfing controls work, they are made up.
What has been seen on Vice City’s beaches
The trailers show very lively beaches, with swimmers, parties and boats near the shore. Water plays a big role on the map of Leonida, with canals, keys and swamps, so watercraft will be part of the game. But waves and people in the water do not mean surfing is playable.
What the series had so far
GTA V let you scuba dive, ride jet skis, boats and submarines, and play golf, tennis or yoga, but it never had surfing. Adding it would require a wave and balance system that Rockstar has not shown.
